<p>The New Mexico Governor&#8217;s Conference on Tourism takes place May 14-16 in Taos with the theme &#8220;New Mexicoâ€™s Centennial: Just the Beginning.&#8221;</p>
<p>The annual event is organized by the<a href="http://www.bizjournals.com/profiles/company/us/nm/albuquerque/tourism_association_of_new_mexico/3330504/">Tourism Association of New Mexico</a>   and the New Mexico Tourism Department. There will also be a report on the state tourism marketing campaign by the Tourism Department and its ad agency, Vendor Inc.</p>

<p>While coming up with an actionable plan for creating jobs is harder than it has ever been, it’s an equally bad time to be trying to fake one.</p>
<p>Last year, a business leader from a community that won’t be named sent me a draft of an economic development plan they had commissioned. Along with redlining it like a plagiarized freshman English paper, she had scrawled a new title: “Obfuscating on Thin Ice.” She was furious.</p>
<p>Instead of laying out a course of action that outlined the tough choices and lines of accountability required to make things happen, they got a mushy, unquantifiable, unenforceable list of vague, passive suggestions. Later she told me, “No one writes this way unless they’re obfuscating the fact they have no idea what to do or they are trying to avoid going on the hook for results.” She was sure it was both, and she was out for blood.</p>
<p>“This crap may have passed for strategic planning in the past, but we have to make something happen now or a lot of people are going to lose everything they have &#8230; Anyone not taking this strategic planning process seriously will be on thin ice with me,” she said.</p>
<p>I suspect there is a lot more thin ice out there by now. The best way to ensure that a plan is both strategic and actionable is to heed what I call The Rick Weddle Rule, named after an economic developer colleague who once headed the program at the famed Research Triangle in North Carolina: “If you really need something to get done, and you don’t know who is going to get fired if it doesn’t get done, it’s not going to get done.”</p>
<p>Weddle’s point is that if your planning fails to identify the person on the hook for every critical element of the plan, it is not really a plan, it’s a suggestion.</p>
<p>Before you can assign responsibility, you’ll have to know what you really need: how many and what kinds of jobs, how you’ll create them and what resources will be required. Then and only then should you tackle deciding how to organize, fund and staff the plan.</p>
<p>This part won’t be easy.</p>
<p>To begin with, you’ll be going into the organizational process saddled with a legacy patchwork of organizations and interest groups: retention and expansion programming; industry recruiting; import-export promotion; incubators; economic and demographic research; business climate advocacy; tourism, convention and visitors bureaus; agricultural extension services; small business development centers; arts and culture programs; and incentive and funding programs.</p>
<p>Purging, merging and coordinating these organizations will take time and political willpower.</p>
<p>Complicating matters is the growing importance of integrating a new set of institutional players and convincing them to cooperate. The biggest obstacle to growing most community economies is an imminent shortage of qualified workers caused by retiring boomers, a falling birthrate and a growing skills mismatch.</p>
<p>No qualified workers means no new jobs. No new jobs means no new revenue. Communities that can convince their workforce development, higher education, health and social services, and housing and philanthropic institutions to buy into a long-term strategic jobs creation effort will be in an enviable position.</p>
<p>Another nasty factor complicating the organization and execution stage of the process: trying to sell financially strapped public and private program sponsors on higher levels of investment for falling returns. Today, your marketing people might have to kiss 10 times more frogs to find a prince. Workforce development and human services institutions will need to muster the political will to divert shrinking program resources to educate and train the new workers.</p>
<p>After using the same organizational model for economic development and workforce development for 75 years, some communities are starting to experiment with new program approaches and business models.</p>
<p>In Colorado Springs, they’ve acknowledged that their biggest economic development challenge is attracting enough talent to manage the transition from a booming boomer workforce to a community filled with retirees. They are merging the chamber of commerce and economic development efforts, since many of the things they must do to attract qualified 24 to 44-year-old workers fall under a chamber agenda.</p>
<p>Gallup converted from a publicly managed program to one run by the private sector. Cibola County just spun its economic development efforts out of the chamber and is switching to a new workforce-driven model.</p>
<p>San Juan County is conducting a massive overhaul of its economic development program and moving to one modeled on the Tupelo Overarching Development Foundation’s structure. Innovate-Educate New Mexico has teamed with the state Department of Workforce Solutions to pioneer a new labor market platform designed to give employers, aspiring workers and training institutions more efficient ways of finding each other.</p>
<p>The boldest new economic development business model innovation has to go to my friend<a href="http://www.bizjournals.com/albuquerque/search/results?q=John%20Mulcahy">John Mulcahy</a>, the rookie economic developer for the city of Truth or Consequences, home of Spaceport America. After struggling to get a program funded under the traditional model, he went out and got himself elected mayor.</p>
<p>The bottom line is that communities with the best chance to win in this new economic and demographic era will be those that can get their workforce development and human services interests to the table with their economic development champions and get them through a real strategic planning process.</p>
<p>The converse is also true. Obfuscating your economic development and workforce development predicament doesn’t just put you on thin ice, it’s a prescription for decline.</p>

<p>El Paso County is ahead of other counties when it comes to planning for the silver tsunami, according to national experts who study the issue.</p>
<p>Local community leaders are already rallying around the topic of aging trying to plan for the estimated 82,000 baby boomers, those over age 65, who will live in El Paso County by 2015.</p>
<p>The workforce will change, home-buying patterns will change, and there will be a need for new services and products that cater to the aging population, experts said. Most communities have not begun to discuss the boomers’ aging issue because it’s so complex, said Mark Lautman, author of “When Boomers Bail” and founder of Lautman Economic Architecture and the Community Economics Lab in Albuquerque, N.M.</p>
<p>“Colorado Springs is way ahead of everyone else as far as dealing with this issue,” Lautman said. “It’s going to turn almost everything we know about how a community works upside down.”</p>
<p>Lautman was in the Springs this weekend to meet with about 50 local leaders at the Innovations in Aging summit, which was held in conjunction with the Association of Managers of Innovation annual workshop held in the Springs.</p>
<p>“I think the most important thing to do right now is to get data collection and analysis that can measure how you are doing,” Lautman said. “Seven years out is about where you have an influence over what happens.”</p>
<p>Colorado Springs’ boomers are growing at a rate two-and-a-half times the national average, something the Innovations in Aging Collaborative started thinking about years ago. In 2010, the collaborative hosted its first summit to define El Paso County boomers.  And in 2011, the collaborative commissioned a report by local economist Tucker Hart Adams, “Aging in El Paso County,” which lays out county demographics now and in the future.</p>
<p>B.J. Scott, executive director of Peak Vista Foundation and co-founder of Innovations in Aging, said there had been a lot of community discussions in 2008 about the military influx coming to Fort Carson.</p>
<p>“But what about aging?” she asked. “We’ve known since 1948.”</p>
<p>A smaller working group of community leaders will meet this summer to identify one or two projects that can be implemented immediately.</p>
<p>A strategic plan will be hashed out among stakeholders but likely will be some sort of comprehensive communications plan – a way to get information into the hands of the end user. But, the plan will go further to include the creation of “hubs” – places, either real or virtual – where people with the same needs or interests can find information, employment or social outlets.</p>
<p>“We are excited about the next step – strategic planning,” Scott said.</p>
<p>One of the city’s top four priorities in economic vitality is bringing diverse aspects of the community together, including the aging population, said Bob Cope, an economist in the city’s Economic Vitality office.</p>
<p>“We certainly understand how aging will affect the economic vitality of the community,” he said.</p>
<p>Transportation and housing will be issues the city will grapple with in the future, he said. The Springs has always attracted retirees. The challenge is growing the economy faster than the aging population.</p>
<p>Part of the city’s strategy will be to try to attract young professionals to fill the spots opened by boomers, said Dave Csintyan, who has been interim director of the Colorado Springs Chamber and EDC.</p>
<p>“The new chamber and EDC have embraced the idea that the economy has to grow faster than the population,” he said. “Looking at this from a business lens, the new merged organization will have to do a lot of heavy lifting to advance this.”</p>

<p>If I told you the sky was falling, you would probably think, “Well he’s finally lost it.”  If I told you that we were headed for an economic collapse of biblical proportions, I’m sure you would be highly skeptical and dismay those comments as merely the early morning rants of a person who needs more caffeine.</p>
<p>While its is correct to believe we won’t see and chunks of the upper atmosphere laying around on the ground, we need to sound the alarm bell LOUDER and with more vigor at was is about to hit us.  This weekend I started reading a book by a author that I have a great deal of respect for. His name is Mark Lautman and he like myself is in the economic development profession.  Mark’s book is called, “When Boomers Bail.”  Boomers, you know folks just like you and me.</p>
<p>Mark’s book is a workforce horror story, except it isn’t fiction. It is reality and a pretty good indication of what will happen to a lot of the areas around the nation that are overlooking the number one incentive we have, which is a strong and qualified skilled workforce. Mark basis his thoughts on facts and figures, not hyperbole or voodoo. He hits home the fact that many more of us are going to exit the workplace and there will be less of us to fill those positions and even less of us with the necessary skills to do the jobs we now complete.  When that happens the melt down will start slowly, then reach an unstoppable downward spiral.  Great news for a Monday morning isn’t it.</p>
<p>About seven years ago those who make predictions suggested that the great workforce meltdown would occur in 2010. They offered that we would see huge numbers of shortages and that companies would move to where they could secured available skilled workers.  The reality of a recession derailed that meltdown, but as the economy heats back up, the brutal facts of those shortages are already beginning to show up.  In the book, “When Boomers Bail”, Mark speaks to the inverted labor curve and highlights the facts that we have more skilled workers retiring than we can create and less of a population to fill the long term gaps. Solving that problem won’t be easy, if it is even achievable.  Certainly we might suggest that immigration could offset some of the pending shortages, but so far our political leaders in DC can’t seem to agree what day of the week it is, let alone figure out something as complex as workforce shortages.</p>
<p>Several years ago an economic developer in a community in Northern Oklahoma said, “Those communities that consistently develop a skilled workforce, will be prosperous for decades to come.”   That’s all well and good for those that are able to rally together to try to stem the tide of what will be a massive reduction of workers. But what about those who ignore the alarm bells?  Ask not for whom the bell tolls, it tolls for thee… My suggestion?  Buy the book and make your own conclusions.</p>

<p>An under-most-people’s-radar-screens Albuquerque business called Ultramain Systems Inc. has played a huge role in easing the paperwork burden of maintenance tracking for an impressive collection of clients, from the globe’s largest airlines (Emirates) to soon, The Boeing Co.’s fleets of aircraft coming off its production lines.</p>

<p>New Mexico has lots going for it, not the least of which is the recent spate of beautiful weather we’ve been enjoying.</p>
<p>When the skies are so clear, we can see the icy contrails of the virtually constant air traffic over this part of the Southwest reflecting in the sunlight. Looking up, it’s fun to wonder who might be on board one of those flying people carriers and where they’re headed.</p>
<p>This week, I learned a heck of a lot more about what goes into keeping those big birds airborne. An under-most-people’s-radar-screens Albuquerque business called Ultramain Systems Inc. has played a huge role in easing the paperwork burden of maintenance tracking for an impressive collection of clients, from the globe’s largest airlines (Emirates) to soon, The <a href="http://www.bizjournals.com/profiles/company/us/il/chicago/boeing_co/1325088/">Boeing Co</a>   .’s fleets of aircraft coming off its production lines.</p>
<p>Ultramain’s CEO <a href="http://www.bizjournals.com/albuquerque/search/results?q=Mark%20McCausland">Mark McCausland</a>, a Carlsbad, New Mexico native, helped his Albuquerque Economic Development audience understand why it’s important to shut off one’s electronic devices upon takeoff and landing, although he didn’t admonish his audience to do that. After listening to his Thursday luncheon presentation, <em>I</em> surmised that. His company has created software that has replaced reams of paper reports pilots and ground maintenance folks have to fill out for each flight.</p>
<p>Thanks to Ultramain’s software wizardry, all of that data, such as reports of strange noises or fuel leaks, gets transmitted electronically. So that means there’s a lot of wireless traffic clogging the radio frequencies around airports. There are strict <a href="http://www.bizjournals.com/profiles/company/us/dc/washington/federal_aviation_administration/1212952/">Federal Aviation Administration</a>    rules that pilots and maintenance workers must comply with in order for your flight to take off or land in a timely fashion. I’m over-simplifying the process as it’s much more complex than that. Suffice it to say that they are required by law, emphasis McCausland’s, to have identical copies in the air and on the ground simultaneously of all maintenance issues. And you thought your pilots were just flying the plane.</p>
<p>There was another great keynoter at AED’s Thursday lunch, Vice President and General Manager <a href="http://www.bizjournals.com/albuquerque/search/results?q=Marshall%20Suarez">Marshall Suarez</a> of CTS Corp., also a significant Albuquerque business, with in excess of $16 million in revenue in 2011, $6 million of it from exports. We’re talking economic-base jobs because it’s money coming into New Mexico from products or services produced by in-state companies. McCausland caused a ripple in the audience when he told attendees that 100 percent of his company’s revenue comes from out of state.</p>
<p>These are the types of businesses our monthly Reinventing Economic Development columnist <a href="http://www.bizjournals.com/albuquerque/search/results?q=Mark%20Lautman">Mark Lautman</a> has been spouting about for months because they’re great boons to our economy. They bring fresh money – income, taxes, etc. – into the state because the producer companies are based here and, therefore, get paid here, not in Los Angeles or New York.</p>
<p>Suarez is another New Mexico native, a graduate of <a href="http://www.bizjournals.com/profiles/company/us/nm/las_cruces/new_mexico_state_university/2346542/">New Mexico State University</a>    . His very successful company, originally called Chicago Telephone Supply, transitioned from Chicago to Albuquerque in the 1970s. It manufactures high-tech ceramic-based components for everything from television sets and nuclear submarines to cell towers and jet printers. Right here in River City. CTS is an important player in the global marketplace and it, too, has flown under the radar screen of most of us in this region. I’ve driven past the CTS building on Alameda at Jefferson for years, not sure what its blue letters stood for.</p>
<p>Our newspaper has profiled McCausland and reporter <a href="http://www.bizjournals.com/albuquerque/search/results?q=Kevin%20Robinson-Avila">Kevin Robinson-Avila</a> has written numerous stories about Ultramain, but we’re going to turn our attention on Mr. Suarez and his quiet company very soon because you, our business readers, will most likely find his North I-25 corridor business just as impressive as McCausland’s. Either man could have been AED’s sole keynoter. Their stories and their companies are that interesting. Together they employ nearly 250 people in our region and their companies are helping keep our economy alive.</p>

<h1>Reinventing economic development: Why not wing it?</h1>

<p>Imagine having a life plan to get married, have three kids, put them all through college, pay off a new house and go on a three-week vacation every year, all without a viable career plan.</p>

<p>Pretty dumb, isn’t it? Chances are you’d crash and burn.</p>
<p>Now imagine living in a community that has the same attitude. It has elaborate, long-range plans for the stuff it thinks it needs: transportation, utilities, parks and recreation facilities, schools, public health and safety programs and such, but nothing close to a plan for developing the economic base to pay for it all.</p>
<p>Truth is, most communities are like that — they’re winging it — and you’re probably living in one.</p>
<p>In years past, communities, like individuals, could get away with winging it. Not anymore.</p>
<p>Some important economic and demographic trends have reversed, making economic development for many communities nearly impossible without a clear strategy and a plan. If you think about it, your community not having an economic development plan could actually ruin your life.</p>
<p>Living the happy, secure and prosperous life you have in mind is going to be increasingly difficult if the economic base of your community isn’t growing a little faster than the population. If it doesn’t, your friends, local businesses and the tax-dependent institutions you rely on will have to serve more people each year with fewer resources, and your house will lose value instead of appreciating.</p>
<p>Richard Florida’s book “Who’s Your City” makes a compelling case that when it comes to our personal happiness and well-being, the most important life decision we make now is not who we marry (except in my case), how many kids we have or the career we choose — it’s where we decide to live. Our health and safety, who we hook up with, who we become friends with, the trajectory of our careers, the value of our homes, our education and avocations flow from the community in which we live.</p>
<p>So your personal health, happiness and net worth might come down to whether your community’s leaders have a viable economic development strategy and the political will to execute it. If they don’t, you might want to move.</p>
<p>Last month, I wrote about getting the planning process set up.</p>
<p>Do you have the right players at the table? Do they believe they have influence over how your local economy turns out? Do you have the right process? Can you agree on how many jobs you need to create every year? After you know how many jobs you need, you are ready to focus on what kinds of jobs you want.</p>
<p>Let’s say you’ve agreed that the community will need to create 500 new economic base jobs per year to get back the jobs you lost in the recession, replace expected annual attrition losses and support enough new households to grow a little.</p>
<p>The “what you want” part of the process is economic architecture. It’s the design of the future economic base of the community.</p>
<p>Whole new markets, industries, business models and jobs are being invented every year. Many of these new jobs are footloose or location-neutral, meaning they can be performed anywhere.</p>
<p>The process of figuring out what kind of jobs to go after involves the following steps: develop criteria to ensure that the jobs you go after will meet the needs and character of the community; match the community’s location, business climate and workforce skills to the needs of candidate industries; verify competitive advantages needed; and finally, calculate the number of jobs and transactions that will be required in each target sector.</p>
<p>You should have a pretty good idea (hard-number goals) for how many jobs you’re going after in each economic base target sector. For example, you might decide you want the 500 jobs you need a year to come from 10 transactions that yield 100 jobs per year in digital media, 100 in aerospace parts manufacturing, 200 in financial services and 100 in tourism.</p>
<p>At this point, you are ready to start developing a strategic plan. That means figuring out how many frogs your marketing people will have to kiss every year to load the sales pipeline, how much real estate inventory, how many qualified workers, new utility capacity, capital, incentives and tax and regulatory improvements you need to be competitive.</p>
<p>Then comes the fun part: figuring out who is going to organize, fund and take responsibility for execution.</p>
<p>And you wonder why most communities end up winging it.</p>

<h1>Reinventing economic development: Embrace the wickedness</h1>

<p>When we came out of recessions in the olden days, recoveries were led by government and corporate investment, followed closely by surges in job creation, increased consumption, GDP growth, a rising stock market and then rising personal wealth, more consumption, more investment and more job creation.</p>
<p>Local job creation efforts were almost exclusively tactical. They fed off a steady stream of public and private sector job creation opportunities, which flowed from an ever-expanding national economy greased by easy credit and a rapidly expanding public sector. But for the first time since we started tracking this stuff, the recovery as defined by rising GDP, corporate investment and a rebounding stock market seems to have decoupled from job creation, consumption and rising personal net worth.</p>
<p>This has created a quandary for local community leaders and economic development professionals. During the first two years of the recession we hunkered down, waiting for the end of the world. The lack of any signs of a bottom and a growing uncertainty made strategic planning seem futile. The prudent thing was to do nothing until there were some trends to bet on.</p>
<p>But if slow job growth and blinding economic uncertainty turn out to be permanent features of a “new normal,” waiting to come up with a plan might not be smart. If you think things are going to go back to normal, then do nothing for two more years. If you think this is the beginning of a new economic era, or a new normal, like I do, then you’ll need a plan. It must be a different and more rigorous strategic planning process than you used in the past.</p>
<p>The first and hardest step is working up the gumption to even try it. Dr. <a href="http://www.bizjournals.com/albuquerque/search/results?q=Gerold%20Yonas">Gerold Yonas</a>, former head of <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/sandia_national_laboratories/2346538/">Sandia National Laboratories</a>    ’ Advanced Concepts Group, has some advice for those facing a menacing complex problem: “When you encounter a wicked problem, the first thing you must do is embrace its wickedness.”</p>
<p>Admitting that your predicament is hopelessly complex and that a deep dive into it is probably going to reveal that you are even worse off than you thought isn’t something the average, compulsively-optimistic community leader is inclined to do.</p>
<p>Embracing the wickedness is just the beginning. You must get the right players on board, adopt a formal process and common nomenclature, define a precise planning jurisdiction, get a data-driven sense of reality, and get unanimous agreement on how many economic base jobs the community will need to produce each year to grow the local economy faster than its population.</p>
<p>Getting the right players is next. Creating jobs is now as much about creating a qualified workforce as it is inducing employers to invest and hire people. You’ll still need the major economic interests and political factions on board, but you are going to need some new blood — strong, smart, committed people from the education, workforce development, health and social services fields.</p>
<p>Adopting a formal process and common nomenclature is crucial if you are going to manage the deliberations of a diverse group to a consensus on their economic predicament, the menu of solutions and a path forward.</p>
<p>Agreeing on and using a common vocabulary and intellectual constructs such as economic base theory are crucial for keeping deliberations focused and constructive. Economic base jobs are those where the money to pay their salaries comes from outside the economy, bringing new money in. These jobs can create an additional one to two jobs in the service sector. Lose an economic base job, and it takes those service jobs with it.</p>
<p>The next steps — defining your planning jurisdiction, getting a data-driven sense of where your economy is and getting agreement on the number of net new economic base jobs needed — can require hiring experts for some of the analytics. In the end, you’ll need the group to boil everything down to one number before you let them move on the next phase: How many economic base jobs do you need each year to have your community’s economy in balance with its population by 2022?</p>
<p>For example, San Juan County knows it needs to create between 500 and 700 new economic base jobs a year, depending on how many more power plants are closed, or oil and gas jobs are lost. When your community knows its annual economic base job creation number, you are ready to move on to the fun stuff: choosing industry sectors on which to build your community’s future economy, and determining how you are going to do it and who should do it.</p>

<p>That&#8217;s a big idea and according to Lautman the secret sauce in an effective economic development program. Your economy has to grow faster than your population. Sounds simple right? In this thought provoking book, he explores the powerful demographic changes facing our communities, our country and our world that make the business of growing jobs look like the least of our problems.</p>
<p>I think we all understand the linkage between and a healthy growing economy and productive and growing workforce development. Today&#8217;s unemployment rate makes it easy to focus on job creation as the fix, at least in the short term, to our problems. What I think we don&#8217;t understand intimately enough is the affect the boomers exiting from the workforce (and the unpreparedness of our younger generation) will have on our communities. Maybe even worse, we aren&#8217;t even looking at the problem through the right lens.</p>
<p>In this 200 page book, Lautman introduces a number of different lens (maybe too many?) to evaluate the magnitude of the problem. Part One covers the forces in play changing dramatically the workforce &#8220;pie&#8221; and the distribution of the Too Old, Too Young, Qualified and Unqualified. To be honest, this chapter scared me. A lot. He uses some great charts to illustrate the demographic changes that will alter the future availability of the capital so vital to supporting economic growth &#8211; human capital.</p>
<p>Part Two explores communities, why they&#8217;re important and how the &#8220;weak side&#8221; of the economic development equation will become a dominant determinant in the effectiveness of your economic development programs. I loved this section&#8217;s emphasis on base economic jobs and just how economies grow. These are important foundational concepts that often get left out of the discussion. He uses some great examples of &#8220;what if&#8221; scenarios to demonstrate what ignoring your community and its appeal to the Qualified cohort will have on your future economic well- being.</p>
<p>I also really liked the emphasis on community leadership being a critical factor for future success. It&#8217;s easy to think in this business if we build it, they will come. Not so easy, says Lautman, who presents a hierarchy of economic development environments ranging from Hostile to Strategic Elite.</p>
<p>&#8220;Catastrophic full employment&#8221; is the phrase the author uses to describe the coming demographic tsunami. The zero-sum game we so often here attributed to traditional business attraction in economic development, now comes home in the form of a global war for talent. My copy is marked up quite a bit and that&#8217;s because Part Three was full of insightful snippets. The central theme being &#8211; if you don&#8217;t have the people, you&#8217;re out of the game.<br />
Fortunately, Lautman finishes with a practical chapter on how we might be able to better protect against becoming the &#8220;Loserville&#8221; he describes with doomsday detail.</p>
<p>Lautman, at times, is perhaps too harsh on our educational institutions and his wild caricatures of economic development programs and communities are at times laughable. He never misses a chance to call a spade a spade, but his candor is refreshing and you never lose touch with his sense of the enormity of the challenges facing us.</p>
<p>There is plenty to learn here and I recommend this book for economic development practitioners and workforce development professionals (or anyone who wants to make their community better in the future). A guided group read would a powerful way to take some of these ideas and make them actionable. Book club anyone?</p>

<p>Jobs and more jobs — that’s the essence of economic development efforts.</p>
<p>Mark Lautman, author of “When the Boomers Bail: A Community Economic Survival Guide,” sees a growing need to focus not just on new jobs, but on having workers for those jobs.</p>
<p>“It used to be all we needed to do was create some jobs and things would get better,” he said. But as the economic recovery gains steam and baby boomers retire in greater numbers, Lautman sees a shortage of qualified workers that will create an increasingly intense competition among communities vying for workers.</p>
<p>“It’s counterintuitive right now when there are 13 million people out of work, but the problem really isn’t the unemployment rate. It’s do you have enough people available with the skills that the economy needs now? And that’s where we’re getting out of whack.”</p>
<p>Lautman will bring that message to Colorado Springs as a keynote speaker at this month’s Business of Aging Summit, presented by the Senior Resource Council and the Greater Colorado Springs Chamber and EDC.</p>
<p>Lautman is a founding director of the Community Economics Lab, a private, not-for-profit think tank in Albuquerque, N.M.;  he also has a consulting business, Lautman Economic Architecture. In addition to  his speech, Lautman will be part of a breakout session at the Business of Aging Summit looking at what Colorado Springs can do to attract and keep entrepreneurs and young professionals — an issue that has been a concern of economic development leaders and Springs Mayor Steve Bach.</p>
<p>A mountain view might help attract some workers to the area, Lautman said, but that’s not likely to be enough to keep them amid the competition caused by a labor-starved market.</p>
<p>“What things about Colorado Springs is driving people off that you want to keep?” Lautman asks. You find that out, he said, by doing exit interviews. Then figure out what things can be fixed and what can’t.</p>
<p>“We may be in the situation in a lot of places,” he said, “where if you can make a place that generates out of its school systems and universities its own talent that doesn’t want to move, that wants to live there, then the employers come to you.”</p>
<p>It’s not all about the younger workers, though; communities need to harness the aging population as well, Lautman said. There are going to be a lot of people “on the edge of the workforce,” he said — people in their 60s or 70s or even older who have needed skills and still want to work at least part time.</p>
<p>“Colorado Springs is getting more baby boomers moving in than anywhere else in the U.S.,” said Jenifer Furda, senior vice president of member services for the Greater Colorado Springs Chamber and EDC. That should be viewed as a positive, she said, both in terms of boomers as consumers and as a flexible workforce.</p>
<p>“Here’s this amazing wealth of talent, knowledge, energy,” Furda said.</p>
<p>Communities that adapt to the changing demographics, and that provide a quality of life that attracts and keeps workers, will be the ones that prosper, Lautman said.</p>
<p>“A lot of people are thinking this is going to go back to some sort of past normal. I think things have changed structurally.”</p>

<h1>New Mexico ranks 45th in report on incentive programs’ safeguards</h1>

<p>A new report by a national nonprofit think tank examining clawback and other safeguards in economic development incentive programs ranks New Mexico 45th among the 50 states.</p>
<p>In the report, “Money Back Guarantees for Taxpayers,” Good Jobs First examines five programs in the state the authors felt were the most significant in terms of cost and frequency of use. Its report does not include the Job Training Incentive Program, but Good Jobs lists that information in its Subsidy Tracker at its website.</p>
<p>The report examined how states monitor and enforce 238 incentive programs and whether they have requirements on jobs and benefits. It recommends that all recipients be required to report to agencies on job creation, wages, benefits and other benchmarks, with that data disclosed online.</p>
<p>The states with the best program scores were Iowa, Maryland, Nevada, North Carolina, Oklahoma and Virginia. The worst were Alaska, the District of Columbia, North Dakota and South Dakota.</p>
<p>“New Mexico is generally not good on subsidy disclosure at all,” said <a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Phillip%20Mattera">Phillip Mattera</a>, one of the study’s authors.</p>
<p>He said it’s difficult to find which companies get incentives and how much they get. Mattera said enforcement in the film program was good, but it doesn’t have requirements for the number of jobs, wage rates or benefits. However, he acknowledged that film jobs are often temporary and tied to productions.</p>
<p><a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Angela%20Heisel">Angela Heisel</a>, spokeswoman for the Economic Development Department, which oversees the New Mexico Film Department, said New Mexico’s film incentives are some of the most transparent in the country. <a href="http://nmfilm.com/" target="_blank"><strong>NMFilm.com</strong></a>, the state’s website, contains data on productions’ spending and the incentives paid out.</p>
<p>“The film office is working with industry to include even more data,” she said.</p>
<p>Productions must spend their money before going to the Taxation and Revenue Department to seek a 25 percent credit on qualified New Mexico expenditures.</p>
<p>Good Jobs First scores all the programs low for a lack of online information about enforcement. Industrial revenue bonds got the highest scores. The manufacturers’ investment tax credit, which allows companies to get a credit on certain industrial equipment, was second. IRBs, which allow communities to abate some taxes for companies building major new facilities or buying equipment, got a nod for penalties, since IRBs have clawback provisions.</p>
<p><a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Deirdre%20Firth">Deirdre Firth</a>, manager of the economic development division for the city of Albuquerque, said the city has pursued clawbacks on several IRBs. It recouped $13.4 million from Philips Semiconductor after it closed, and about $900,000 from <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/advent_solar/3254044/">Advent Solar</a>    after it went out of business, but since <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/eclipse_aviation_corp/2346397/">Eclipse Aviation</a>    went bankrupt, the city had no recourse there. The approval process for IRBs is extensive, Firth said, and includes a fiscal impact analysis by the Bureau of Business and Economic Research at the <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/university_of_new_mexico/3208591/">University of New Mexico</a>    .</p>
<p>Althought not evaluated in the report, the JTIP incentives, which help offset the cost of training by some companies, have clawback provisions if a company lays trainees off or closes within a year of getting such funds. <a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Gerry%20Bradley">Gerry Bradley</a>, policy director for <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/new_mexico_voices_for_children/2352836/">New Mexico Voices for Children</a>    , which is promoting the Good Jobs report, said he supports JTIP, but wants more information online.</p>
<p>Heisel said the state announces recipients every month and maintains a database of that information, but the database is not online. It also tracks all the companies that receive the high-wage jobs tax credits and the manufacturers’ investment tax credit, but the information is not online. The report gave New Mexico’s Tax Increment Development Districts, or TIDDs, zeroes on all counts.</p>
<p><a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Paul%20Gessing">Paul Gessing</a>, executive director of the <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/rio_grande_foundation/2349631/">Rio Grande Foundation</a>    , a think tank focused on limiting government, said his group has opposed many of the incentives, including TIDDs. The two most prominent were <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/mesa_del_sol/3253717/">Mesa del Sol</a>    , which has lured Albuquerque Studios, <a href="http://www.bizjournals.com/profiles/company/nm/albuquerque/fidelity_investments/3294560/">Fidelity Investments</a>    and Schott Solar, and in the ABQ Uptown development where a Target store is planned. TIDDs are designated zones where state gross receipts tax and local property tax revenue are diverted to pay for infrastructure.</p>
<p><a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Brent%20Dupes">Brent Dupes</a>, chief financial officer of Mesa del Sol, said the study’s report card seems aimed at incentives where companies get money first. In Mesa del Sol’s TIDD, the ony way the developer can get the money from those taxes is if he first builds publicly dedicated infrastructure such as roads or fire stations, then gets reimbursed. But that is also contingent on the development generating a certain level of gross receipts taxes, he said. The TIDD is overseen by a board made up of representatives of the city council, the city adminstration and the state Department of Finance and Administration.</p>
<p>Gessing said his group has criticized many of the state’s incentives, but he distinguishes those from credits that allow companies to keep more revenue. He agrees there needs to be more transparency and monitoring of incentives.</p>
<p><a href="http://www.bizjournals.com/albuquerque/print-edition/2012/01/27/albuquerque/search/results?q=Mark%20Lautman">Mark Lautman</a>, an economic development expert who once worked with Mesa del Sol, said he has not seen any egregious abuses of incentives in his many years of experience in New Mexico. However, he agrees the metrics and systems are not in place to do real cost-benefit analyses of these programs, which he finds frustrating.</p>
